End User completes & returns form MCA07J - found on the JSS Website (English version) (Note: In the case where a Service Partner is used, the Service Partner performs new Issuer Registration on behalf of the End User) |

Administrator uses the StepServer Webpage to create a new User. |

The new User is sent an E-mail containing their system User name, and the URL for creating a password and login certificate. |

The Administrator is sent an e-mail containing the Access code to allow the new User to obtain the login certificate and password. |
For example:
| You have created a new user called: New User 1 The user will receive an email instructing them to contact you for the following Access Code: 059ns5TaFe. The new user will be sent their username, password and security question information in a separate email. Please verify that the user is genuine before making the code known |

The new User is required to contact the Administrator to request this access code. After receiving the Access Code from the Administrator, the new User then accesses the URL provided, enter the access code, and retrieve their password and login certificate. |
